          "We allow (non-citizen) people to go to public institutions if they pay out-of-state tuition," Laura Blackwell Clark, assistant professor of Educational Leadership at Middle Tennessee State University, told the subcommittee.

          "This bill is seeking to close the door to the opportunity for a person who is undocumented to attend a public institution of higher learning. … I’m asking you to think about this and to not support this bill. My belief is when we block educational access to any of the residents, any citizens, any non-citizens, any people who are part of our American community, w
